Well, that’s interesting. However, it’s been more than 10 years since I was last advised to fill out an SF86 again and I’ve held a TS/SCI clearance ever since.
Sounds like you have a lazy FSO 
Depends on what agency you are with,many of the non DoD and non IC agencies have not implemented the requirement yet.
