I did my T3R with an interview last year with the Navy in August 2021.

I am looking to leave the Navy for the Dept of veterans affairs. Their investigations seem to be called moderate risk. Is that higher level than T3R? Will the VA accept my current investigation or will they have me do another SF86?

They may ask you to complete the SF-86, however, they may also accept the T3R done by the Navy in 2021. Those are two separate issues.
