If you are in the military, then it really isn’t up to you. Rather, your chain of command needs to sort this out. That doesn’t mean they won’t come up with the wrong answer, but if they say you still need to PCS well you still need to PCS.
Now, what happens when you get to your new unit and they see the SOR? Who knows. Maybe you will be put on some kind of “awaiting clearance” status and given all sorts of odd jobs not requiring a clearance.
