Thanks for catching my mistake. I left out the word “not” in the sentence. I just changed it to read: “CIA does not prevent a person from applying to other agencies for a security clearance.” That’s what happens when you get old and try too type to fast. Download the letter from CIA at my website. Perhaps it can help. DoD SAPs operate under different rules, but collateral DoD clearances are governed by DoDM 5200.02. DoDM5200.02 permits reciprocity of denials/revocations within DoD, but says nothing about denials/revocations by non-DoD agencies. Their use of “reconsideration” is also not in keeping with DoDM5200.02. It seems like they are making up new rules in your case because there is nothing in DoDM5200.02 that specifically covers your situation.

Just wanted to jump in to say I had my DoD SCI with CI poly granted to me during a CIA appeal process; one had nothing to do with the other. I of course had to inform security/sf86 that I was previously denied and that info is in SC. Unless your SAP is a CIA partnership and requires their access I don’t see how the two are connected.

So, just got an update which is really good, but doesn’t really inspire much hope into the logic of this system.
I received a Secret clearance from another agency (non-DoD) based on reciprocity from my DoD clearance. They knew the DoD one was suspended and sent me a letter asking me explain it otherwise they were going to find me unsuitable. I sent them all the documentation and it took them 4 days to decide to give me a Secret.

Concur with last parts. The inability to directly ask what the specific complaint or problem/concern is…frustrates. They were frequently capricious and any pushback…dug their heels in deeper. We always walked a fine line on pushing for answers.

I’m gonna do something wierdo and reply to my own comment to give additional info; I was just recently denied access to a three letter agency position at the TS/sci with CI poly level due to a what was apparently a reciprocating agreement with CIA; they saw my denial (almost a year later) and suspended my process, saying I could re-apply at the one-year mark. Imagine my confusion seeing as how that date is less than a month away and I already have a TS/sci with CI poly. Ugh.

Received an SOR in the same month I am supposed to PCS. (Active duty)
Does anybody know the rules for PCSing while an SOR rebuttal is being investigated or able to direct me to the answer?

I cannot find any information anywhere.

If you are in the military, then it really isn’t up to you. Rather, your chain of command needs to sort this out. That doesn’t mean they won’t come up with the wrong answer, but if they say you still need to PCS well you still need to PCS.

Now, what happens when you get to your new unit and they see the SOR? Who knows. Maybe you will be put on some kind of “awaiting clearance” status and given all sorts of odd jobs not requiring a clearance.

Thats the norm. If a great location, keep mouth shut and go. Uncle sugar will figure it out when you get there.
